Contract Compliance

     One of the many duties that we have as organizers of Local 229 is contract compliance. Contract compliance is the one way that we can check to see if a non-signatory contractor is paying the proper wages to their own workers and find out if they are cheating the system and not playing on a level playing field. In order to do some of this work we have to work with many different agencies in the city, state, and federal government. It is important for us to have these contacts in order to do our job and maintain a level playing field for all of our signatory contractors.

     Why is it difficult for us to obtain information on our local military bases and other government jobs that are in the San Diego area? It is difficult because there is such a web of bureaucracy that we have to find our way through in order to obtain the information that we are requesting. We are currently gathering information from one of the Navy bases in the San Diego County region and we have started to obtain the information that we are requesting from the Southwest Navy Region. The job has been forwarded to the AETC- Contracting Squadron, Lackland Air Force Base in San Antonio, Texas. Even though military facilities are all a part of the Department of Defense, you would think that a new project that is going to be built on a Navy Base would be funded by The Department of the Navy and not by The Department of the Air Force. This is one of the many issues that we have to fight with the current administration that we have in office. This doesn’t go without pointing out that the current Republican administration is in shambles, from Tom Delay to Scooter Libby and now Randy “Duke” Cunningham pleading guilty to tax evasion and conspiracy. We often have to wonder why when we try to obtain information from a government that is riddled with problems and one that does not seem willing to work with us, if they really are telling us the truth.
